Why is the justice system represented by a blindfolded lady holding a sword and a scale?

That's the Roman goddess of Justice, Iustitia or Justitia, now more commonly known as Lady Justice. So the blindfold is where we get "justice is blind," the idea that justice is objective, it doesn't care who you are or what you look like. 

The scale symbolizes how she "weighs" the cases of the prosecution and defense, and the sword is punishment.

The scales are always supposed to be held up higher than the sword, to demonstrate how the justice and the court system always comes first.
